Young children are vulnerable to the damaging effects of institutionalisation and are more likely to suffer from developmental delays, poor health and emotional attachment disorders than those raised in families. HHC has long focussed on de-institutionalisation and together with its local partner was working with three institutions in Moldova. Individual assessment of each child and their families was undertaken and tailored support plans developed to ensure that all placements were in the best interest of the child. Wherever possible, families were supported and prepared to reintegrate the children. If difficult, alternative family-based care such as adoption, foster care or placements in Small Group Homes were secured. 316 babies and young children were transitioned from the government institutions and 453 were supported through the prevention programme.

 

Mihai’s mother was facing life alone on the streets in Moldova. She had no choice other than to send her oldest son into a state institution. The mother has been supported to find a permanent home and to access social support so that Mihai could go back to her.
